The older version of libemf isn't actually in the Fink distribution 
right now.  In the thread that you mentioned, I also told the OP to 
download the package descriptions from the CVS browser:

http://fink.cvs.sourceforge.net/viewvc/fink/dists/10.4/stable/main/finkinfo/graphics/libemf.info?revision=1.4

http://fink.cvs.sourceforge.net/viewvc/fink/dists/10.4/stable/main/finkinfo/graphics/libemf.patch?revision=1.1

and to save the files in /sw/fink/dists/local/main/finkinfo

Do that, making sure that the names stay "libemf.info" and 
"libemf.patch", and it should be available.

I don't have 10.6 available right now to test any fixes to the current 
libemf packaging, unfortunately.
