As the message says, the dev-tools virtual package requires an appropriate
/usr/bin/make and /usr/bin/gcc to be present.
If your reinstall of the command-line tools was to install the Mavericks tools
again, that won’t work. You might try using “sudo xcode-select install” to
make sure that you’ve got the Yosemite dev tools.
Also, what do you get from
ls -l /usr/bin/make /usr/bin/gcc
/usr/bin/make —version
/usr/bin/gcc —version
