Ah, I forgot that fink-virtual-pkgs had to be generated—I was looking at my
development source directory, and I’d already done an install from that so it
had generated all of the files.
The test for dev-tools on fink-0.38.2 checks the executability of /usr/bin/make
and /usr/bin/gcc along with the presence of /usr/include. Since the first two
seem OK, how about “ls -l /usr/include”?
