Neither, at least for now. First of, this is not an essential package. Think about it, i.e. what essential means: it's something you can't do without. Certainly not true in this case. Secondly, the new Fink package has a Suggests: storable-pm line Thirdly, we'll eventually add a line to the docs that mention this. Lastly, the main reason why I am reluctant to make this an essential package is that people can get problems if they have installed storable already via CPAN. This scenario must first be researched before we can even consider it. The "is my perl tarnished?" thread on fink-users was very intersting in that regard (broken storable-pm originally installed via CPAN messing up his system).
