The comments which Ben Hines made were things which need to be addressed before the package could be included in Fink. We try to make sure that all of the Fink packages work well together, both now and in the future, and that's the purpose of these "standards."
What normally happens when someone writes a new package is that they submit it using the "Package Submission tracker" and then they get comments like that in response.
