I don't think if this has already been reported...Yes. Removing the -dev packages and installing again should fix it.
As you can see in the following "log" conectiva-crystal is making trouble, and I don't know how to remove it :(

that's because conectiva-crystal is not a real package.kdelibs3-ssl fournit conectiva-crystal et doit être installé.
try sudo dpkg -r --force-depends kde-icons-crystal, see the user ML "fink install kdebase3-ssl fails" thread.
