Well, that is a bug indeed, please file it in the bug tracker. Since Fink is able to handle different locations, the installer should prompt for it.
No, it isn't. You can only change the installation path if you use the source distribution, the dmg is for the binary installer. There is no feasible way we could support other directories for the binary distribution. We could modify the install paths, but then we'd also need to modify any hardcoded
paths in binaries (for example, shared library paths, defined pointers to configuration directories, etc) and text files.
