Actually, on the frontpage of Fink's website, it says If you're looking for support, check out the help page. That page also lists various options to help the project and submit feedback.
So the help page has always been intended for two purposes: people seeking help with using Fink, and people seeking to help the Fink project. And in fact, dividing the page into "Getting Help" and "Giving Help" makes sense to me.
