This is not currently true, as evidenced by the update-all issue that's ending up with kdelibs3 trying to build against libpng. It's like what we discussed on #fink yesterday, where because of ordering issues, it will install libpng3, build something, install libpng, build something, and then build kdelibs3 but never put libpng3 back first, because it's "already installed" as far as fink knows.

The proper fix is to have fink handle reinstalling packages multiple times as needed, but in the meantime, changing all libpng-using programs to use libpng3 is really the only other way around it I think.
