If you are going to follow Ben's advice and bootstrap, you should probably checkout the "test_10_3" branch from CVS rather than CVS HEAD.
The reason I didn't suggest that is because the 10.3 tree (which dists will point at) is empty, so there's nothing to install if you use that branch...
