Oh. If lgeneral-data isn't mandatory, then it could still be a splitoff, but not a dependency--it would get built into its own .deb file, but not installed.

Of course this is the solution I was thinking about, but a user (that owns the original version of the game Panzer General) could want to install lgeneral without the missions of lgeneral-data...
But definitely, if there is no other solution, I'll go this way.
