Ugh, here's what I have...

How do I get the -dev ?  I upgraded 10.2 to 10.3, installing in-place.
Do I need to install an optional SDK again?

Looks like you've got the "old" info-file based system-xfree86 sticking around. You should be able to just do:

  sudo dpkg -r --force-depends system-xfree86 system-xfree86-42 \
        system-xfree86-43 system-xfree86-upgrade

and then "fink-virtual-pkgs" should do the right thing.
