Err... hu??? That makes no sense at all. The resolve_depends mode 2 (value of $include_build in resolve_depends) does include the "Depends" field values, just like mode 1 and 0. The only difference to mode 1 is that relatives of the package being built are filtered out of that list.
At least that is how it was originally defined, and implemented. It seems that you changed that. No wonder it broke, and other things are broken. Hrmm.
So i changed it, the dep engine will be much much easier to manage in a few days, I'm working on splitting it up and moving it to it's own Package.Uhm.. you are working on splitting up the dependency engine? I hope you meant you will split it into a separate .pm file - not a separate *package*... I would be strongly against the latter. It would horribly complicate things, not make them easier (not that splitting the dependency engine into a separate .pm file would make things easier, either).
