For reference the debian description for "Shells" on http://packages.debian.org/stable/ says "Command shells. Friendly user interfaces for beginners." which would tend to agree with you :)

However, our sections are not very well defined. I think it is wise to let package maintainers choose the section. The shells section is rather underpopulated, this package is most certainly related to shells, the shells section already has the bash-completion package which is not a shell, and the bash-doc package which is also not a shell. So, I say leave it there.
