That's why I didn't really propose a specific change. I know there are problems upgrading from fink-0.17 and fink-0.18 versions. There were upgrade paths given on the lists, the most recent I still think by drm. After all, he put a very new fink deb into the binary distribution under "current". Whereas downloading and installing this deb seems to work (it did work for the guy on the bug tracker), I don't remember the reasons why the upgrade doesn't work for these versions in the first place (I am certain this can all be found on the lists, I just don't have the time).
The fix on the website was known to work for certain for that specific upgrade problem, if there is some other version which also has the broken upgrade path, there may be a different fix. There was only that one version of fink which could not update properly due to a specific problem.
Martin simply wanted to clarify the FAQ item so that people did not do it on the wrong version.
Plus, if possible, add the corresponding instructions for the new version of the problem.
