Actually, what matters for copyright is the country in which the item was published. If there are conflicting copyright laws, then the Bern convention (to which virtually all copyright-granting countries agreed) says that the governing law is that of the country in which the item was published.
I don't know how to interpret this for something which is "published" on the internet, but for something like fink, indeed the country of incorporation of the publishing entity would appear to be the relevant one.
