10.3 has long been totally unsupported, so I'm going to remove "10.3"
from the Distribution: fields of all pkgs shortly. Distribution is
restrictive (if present, *only* those listed distros have it), so
keeping them pruned avoids accidentally blocking a pkg from a future
distro and keeps us less typo-prone for future maintenance. The main
targets are lots of old-language-versions of python and perl modules I
think...lots of .info noise obscures an already hairy bit of
conditionals magic:)
