The reason for the change of Provides is that ptex-base in unstable becomes a small package, like xetex, whereas ptex-base in stable provides all teTeX + additional pTeX.
TeX Live package is very huge. If ptex-base in unstable provides texlive-base, another huge package comes into being there, and we do not like it.
