To an extend this is in fact done, but I don't think it's a first priority. Fink is a porting system for bringing third party, open source software to OSX. It is not, at least currently, intended to be a complete "distribution" of such software -- rather, the Fink catalog just points out where to get things and how to patch them so they'll work. In most cases -- and I know that Apache is one of them -- the maintainer of the original project keeps an archive going back to very early versions (often, the url for the current version is just a link to the permanent name of whatever happens to be the most recent). The Fink catalog should point to this archival name, and if it doesn't here that was probably an oversight. In such cases as this, it's best to let the package maintainer know about the problem. Running a "fink info apache" indicates that Finlay Dobbie is the current maintainer for Fink Apache, so I've cc'ed him on this message.
