Not really. You can only do it for a few packages, and those packages 
are prefixed "system-". Other packages you will need to reinstall 
using fink.

Here is the list:

system-fortran         7.0-1            Placeholder package for 
manually installed Absoft ProFortran

system-ghostscript     6.01-1           Placeholder package for 
manually installed ghostscript

system-libgl           1.2-3            Placeholder package for 
manually installed OpenGL libraries

system-tetex           20010808-8       Placeholder package for 
manually installed teTeX

system-xfree86         4.1-5            Placeholder package for 
manually installed XFree86

system-xtools          1.0-7            Placeholder package for 
manually installed Xtools
