If I had to guess (and that's all it is; I don't have 10.2 yet),
this is related to Apple's "new" broken-TERMCAP terminal.app (see
previous posts on that topic).  Apparently, screen overrides the
broken bits, and provides an environment that emacs recognizes and
can use.
