The Fink Upgrade Matrix (http://fink.sourceforge.net/download/upgrade.php) tells me to: "Fink official binary distribution, version 0.3.x or later: Update using "fink selfupdate". If you have an install from 10.1, you may need to do so twice to be fully updated."

gzip -dc packages-0.4.1a.tar.gz | tar -xf -This is because your old fink version tries to download from a non-existing URL. The file downloaded under the name "packages-0.4.1a.tar.gz" is probably just an error message in html format.
gzip: packages-0.4.1a.tar.gz: not in gzip format
You will be better off by doing a complete fresh installation from scratch.
