A package for urlview was made a couple days ago. "selfupdate-cvs" to get it.

For docs on making fink packages, see the fink website, click documentation. There is a large packaging manual as well as a powerpoint presentation. :)
And look at, for example,
/sw/fink/10.2/unstable/main/finkinfo/net/urlview-0.9-1.info and
/sw/fink/10.2/unstable/main/finkinfo/net/urlview-0.9-1.patch
