That looks like an escapee from the 10.2-gcc3.3 tree: it looks like the revisions there are getting bumped by 10. It's the same on my system, though. I think you're probably OK on the modification.

So, I'll guess there is a mistake in the aspell.info file, would not it be ?:
BuildDepends: dlcompat-dev, ncurses-dev (>= 5.3-2)
Depends: dlcompat, ncurses (>= 5.3-2), ncurses-shlibs (>= 5.3-2)
