I had re-installed Developer.mpkg but apparently this didn't actually reinstall (or upgrade like it said it would) everythiing.
This seems to be a rather frequent phenomenon with the Panther installer. A lot of people have to install the X11SDK.pkg twice until it is complete. I had to install the BSD.pkg twice, because the first time more than 1000 man pages were missing.
