I went to the mirror & donwloaded fink-0.17.1.tar.gz, but I don't know how to make a .deb out of it. It looks like it's meant to install fink from scratch. I tried running it's "inject.pl" and it claimed it had "updated" me to fink-0.17.1, but then fink selfupdate failed the same way it has been.

sudo dpkg -i /sw/fink/debs/fink_0.17.1-1_darwin-powerpc.deb
I must say i wish someone would have tested updating before making such a basic change to fink.
