I am the maintainer of emboss, and have received several such messages recently. Would it help to add system-java14-dev as a BuildDepends, or will users still get the error?
If it requires java to build, then you should have the system-java14-dev builddepends. Since it probably requires java to run you should have a "depends: system-java14" also.
