It is also too variable to be easily documented. Sometimes it suffices, 
for example, to run

  export PATH=%p/lib/freetype219/bin:$PATH

before configure (see scribus.info). This lets configure find the right 
copy of the freetype-config script which then produces the right paths 
to the libs and include files.

Some documentation is in "fink info freetype219", anyway:

  Usage Notes:
  Packages that need freetype2 versions 2.1.8 or 2.1.9,
  should builddepend on freetype219 and depend on freetype219-shlibs
  and make sure that configure finds the freetype-config script in
  /sw/lib/freetype219/bin. The headers and libraries needed at build
  time are in /sw/lib/freetype219/{include,lib}.
