Here's more context for the error message:

I googled PKG_PROG_PKG_CONFIG, which led me to try upgrading  
pkgconfig. (I guess PKG_CONFIG in all caps in the error message  
should have been a hint.)  After installing pkgconfig 0.21-1,  
pygobject2-py25 installed correctly.  It looks like pkgconfig is  
missing in the dependencies.
