Direct upgrading _wasn't_ supported.  The 10.3 -> 10.4 upgrade options
were described back in 2006.  Check out the 2006-07-01 and 2006-07-24
items from

http://www.finkproject.org/news/

You might find it easier just to start afresh, however.  To make that
easier, you can capture a list of your installed packages and then
install from that list:
