I just noticed this issue recently while working on updates to Octave.

You can work around this by building just fltk-backend-x11-oct324
first.  That only has a build-time dependency on arpack (but _should_
allow both arpack and arpack-atlas). After that you can install
bundle-octave324-atlas.
