1) Your problem has nothing to do with irssi, because it was libxml2
that failed.
2) The issue is:

./.deps/HTMLparser.Plo uses /usr/local/include/zconf.h
./.deps/HTMLparser.Plo uses /usr/local/include/zlib.h
You have third-party stuff in /usr/local, and libxml2's build script
is telling you that this is the case.

We generally recommend renaming /usr/local while building with Fink,
because it's essentially impossible to prevent the build tools from
finding stuff there.
