It's the maintainer's responsibility, unless the project gets notified otherwise. Maintainers aren't always good about letting us know when they quit maintaining--and we don't really have enough staff to check in on people. If you would be so kind as to forward any messages that you've received from maintainers who have given up their packages to [email protected], that will help us mark packages correctly. We've normally been doing quick additions for Lion and informing the maintainer afterward for packages that don't require tweaking.
