IMO setting this environment variable is only useful when one tries to build a 
software that can also run on an elder Mac OS X version.

Downgrading Mac OS X is not possible, Apple and others are only supplying 
software upgrades. Fink does not support downgrading, upgrading is (or was) not 
always guaranteed, although the old Fink installed software might run without 
change under the new Mac OS X version. So setting MACOSX_DEPLOYMENT_TARGET 
simply is not necessary.
