The former command does nothing else than updating the INFO and PATCH files – 
i.e., just the descriptions of how the software can be built – and sometimes 
updating Fink itself. Only then when you run the latter command the installed 
software gets updated. So, when you don't run 'fink update-all' you can save 
time, power, and internet bandwidth by not running 'fink selfupdate'.
