Joe,
I also see the same thing on my 10.9 machine...

% otool -hv
/sw/lib/perl5/5.16.2/darwin-thread-multi-2level/auto/Locale/gettext/gettext.bundle

/sw/lib/perl5/5.16.2/darwin-thread-multi-2level/auto/Locale/gettext/gettext.bundle:
Mach header
magic cputype cpusubtype caps filetype ncmds sizeofcmds flags
MH_MAGIC_64 X86_64 ALL 0x00 BUNDLE 14 1376 NOUNDEFS
DYLDLINK TWOLEVEL

but I also see..

% nm -m
/sw/lib/perl5/5.16.2/darwin-thread-multi-2level/auto/Locale/gettext/gettext.bundle
 | grep _libintl_textdomain
                 (undefined) external _libintl_textdomain (from libintl)

One last thing that you might try is to execute 'sudo xcode-select --install'
to make sure that
your installation is really using the correct Command Line Tools from Xcode 5.0
on Mavericks
and that this isn't some artifact from having a legacy files from an older
Lion/ML CLI installed
on the machine.
         Jack
