What has happened is that optim-atlas-oct362 is _only_ available to 
Fink's octave-atlas-3.6.2.  Any other Octave installations, even if 
installed by Fink, won't see it.

You have a few options

1)  You can start octave-3.6.2 by using "octave-3.6.2" in the Terminal.
2)  You can use "fink install octave-3.6.2" to make the "octave" 
executable point at that version.
3)  You can install optim-atlas-oct364 and that _should_ work with your 
current default octave, if that was installed by Fink (it looks like it 
was, at least).
