The pdfTeX engine should not need to generate a bitmap font but use the
PostScript font file with a particular font encoding. That's what the lines
building up the MAP file (or fragments) tell the engine. If it can't find an
entry for the TeX font name in question in the MAP file, the engine assumes it
must be a bitmapped font and delegates the job to generate the bitmaps of a
font's glyphs at a particular size and resolution, taking into account certain
peculiarities of the printer to be used later, to METAFONT. The mktexpk utility
is just a handy wrapper to combine a batch of steps.
You should be able to run pdfTeX and not get into pixel production. It should
all be vectors and outlines.
