I installed gimp2 from the 10.9 binary distribution and came up with this error 
on running:

(gimp-2.6:24577): Pango-CRITICAL **: No modules found:
No builtin or dynamically loaded modules were found.
PangoFc will not work correctly.
This probably means there was an error in the creation of:
  '/sw/lib/pango-ft219/etc/pango/pango.modules'
You should create this file by running:
  pango-querymodules > ‘/sw/lib/pango-ft219/etc/pango/pango.modules'

(gimp-2.6:24577): Pango-WARNING **: failed to choose a font, expect ugly 
output. engine-type='PangoRenderFc', script='latin'

(gimp-2.6:24577): Pango-WARNING **: failed to choose a font, expect ugly 
output. engine-type='PangoRenderFc', script='common'

I attempted to fix this as per above message:
[esc301238:pango-ft219/lib/pango] jkolata1% sudo pango-querymodules > 
'/sw/lib/pango-ft219/lib/pango/pango.modules'
/sw/lib/pango-ft219/lib/pango/pango.modules: Permission denied.

Note (1): pango-ft219/etc/ doesn’t exist. The pango directory is /lib/pango not 
/etc/pango on this system.
Note (2): gracegtk gives the same error

Note (3): Fink Commander gives the following info:
current pango1-xft2-ft219-shlibs 1.24.5-9 1.24.5-9 1.24.5-9
Stable = 1.24.5-7

So: I appear to have a version from “unstable”

System info:

OSX 10.9.2
