This has been discussed on this list as well as on the Fink website. 
We've had an issue with the master mirror, and therefore the client 
mirrors also, not updating.  To get around this issue you can switch 
your rsync mirror in fink.conf to one of the two that updates autonomously:

rsync://ber.de.eu.finkmirrors.net/finkinfo/
rsync://hnd.jp.asi.finkmirrors.net/finkinfo/

or use "fink selfupdate-cvs" to switch update methods.
