The problem here is that Fire is not "threaded" to deal with the
contacts by people who are not in your buddy list (and server
messages). It would take some minor rearchitecture to fix this
completely. The problem is that it currently has no place to "store"
that message that comes from someone not on your buddylist and so it
waits for you to make a decision about whether you want to see it or
not. It is on the list.
