I think the same menu should be used for consistency. Instead of being able
to do this here, but having to go there to do that, the same functionality
should be available everywhere. (Except where it just doesn't make sense,
of course, like taking "Open IM Window" out of the buddy menu for the Buddy
Controls toolbar item.)
