Hi David...
Yeah i have seen this behavior as well. I think the buddy seems to stay
in the blocked folder but becomes invisible for some reason.
I managed to find out that the buddy, although invisible in the buddy
list and set up windows can still be seen and edited in the the online
buddies dock menu. This of course only works if your buddy is still on
line when you want to unblock them.
I still find the easiest way to unblock a buddy is to simply edit the
buddy and move them from the blocked folder.
