It's because new windows should open in front of other windows.  Blindly
opening windows behind other windows isn't a good idea.  There's a
difference between the front chat window being in front because you're
typing into it at the moment and the front chat window being in front
because it happens to be the last window you used five minutes ago.  The
rule is that new windows should come in front; the exception is to not
interrupt a window you're actively using at the moment.
