Sean,
In the space you would normally type a line of text for others on the
channel to see, you can type commands preceded by a '/' to cause
other things to happen. For example, if your IRC nick is
'Portlander' and you type:
/me laughs raucously
Everyone else in the channel will see:
*Portlander* laughs raucously
If you type:
/topic Why are we here today?
The channel will be informed (I'm paraphrasing from memory here):
The Topic has been changed to *Why are we here today?* or some header
your client displays will be modified to show the new topic.
Hope this explains it. You can probably get a list of the available
commands by using /help, but I don't remember exactly how.
