The link just says: Section 1752 of Title 18 authorizes the Secretary of the Treasury to designate, by notice-type publication, buildings and grounds which constitute the temporary residences or offices of the President and other Secret Service protectees, and to restrict areas where the President is or will be temporarily visiting. These designations and regulations are published in the Federal Register at 31 C.F.R. Secs. 408.1 to 408.3. Information on the latest updating of the temporary residence regulations can be obtained from the Office of the Chief Counsel, U.S. Secret Service (202) 435-5771. And the relevant portions of the CFR just says: Sec. 408.1 Authority. 408.2 Designation. 408.3 Rules governing access. Authority: 18 U.S.C. 1752 (84 Stat. 1891, 96 Stat. 1451). The designation of the buildings and grounds in this part which constitute the temporary residence of the President or other person protected by the Secret Service and the temporary offices of the President and Presidential staff or of any other person protected by the Secret Service and the regulations governing access to such restricted areas where the President or any other person protected by the Secret Service is or will be temporarily visiting, are promulgated pursuant to the authority vested in the Secretary of the Treasury by 18 U.S.C. 1752 (84 Stat. 1891, 96 Stat. 1451). This doesn't specify any conduct which one is required to conform to or refrain from in order to be in the designated areas. It seems, rather, to allow complete exclusion of unauthorized persons. Further, I doubt that, e.g., a campaign speech site is designated as a "residence" or "office."
