AFAIK, this is how SF advertises the latest package published by the project. If we'd release e.g. FB 2.5.2 right now, the banner would change and refer to v2.5.2. After some other release (e.g. ODBC driver) the banner would change again. We have multiple sub-projects hosted in different trees of the repository, so they're all considered being parts of the Firebird database, hence the confusion you mention.
