You just tell in the configuration which one is the default and will be used when new collations are created. Or you can choose the version directly, with an collation attribute ICU-VERSION=... ICU-VERSION is real ICU version. Inside RDB$COLLATIONS is stored the collation data table version, so different ICU versions using the same data table still works.
