Even installing of windows-default-compatible version on linux may 
become a problem soon. Yes, most distro do have very good tools to 
download and install required software but far not always they provide 
particular version of it. What about RHEL6 binaries present at ICU site 
- they may work or may not on other linux platforms.

As the result most of people will have to use gbak to change required 
for database ICU version. Adding switch to gfix is just a little help to 
that people to let them perform this operation faster and easier. I.e. 
we provide a choice - one will install additional ICU version, other - 
change database. See nothing bad when people have a choice how to reach 
required goal.
