I already tried that. I had the VS2015 standalone command prompt and VS2017 installed. Neither allows me to compile. I will try and reinstall VS2015 Community and see if that works.

Something was severely broken and after trying several reinstalls and repairs I finally got it 'fixed' after uninstalling VS2017, VS2015, SQL Server 2017, and a lot of related software, cleaning program files, cleaning the registry, and resetting Internet Explorer security settings to the value it already had... I hope it still survives if I install the latest Visual Studio again.
